Introduction and background

The Early Learning Opportunity Grant (ELOG) awarded to Kennebec / Somerset ACCESS by the U.S. Department of Health and Human Services, Administration for Children and Families, is intended to increase the quality in child care homes and centers throughout the two-county area. This seventeen-month grant will be used to enhance early childhood care, promote effective parenting, increase access for children with special needs, strengthen the quality of learning environments and remove barriers by building capacity through cooperating businesses. This grant will affect 2500 children, 1000 families, and 300 childcare providers in Kennebec and Somerset Counties.

ACCESS – the Alliance for Children’s Care, Education and Supporting Services – is a state-wide partnership between six organizations:

·        Maine Association for Child Care Resource and Referral Agencies;

·        Maine Child Care Directors Association;

·        Maine Family Care Directors Association;

·        Maine Head Start Directors Association;

·        Maine School Age Care Alliance ; and

·        Maine Division of Early Childhood, Department of Human Services.

Kennebec / Somerset ACCESS is one of 10 regional collaboratives organized around the State RDC catchment areas. Regional partners include KVCAP, SKCDC, Catholic Charities Maine, Goodwill Employment Services, Kennebec Valley Community College, the University of Maine at Augusta, Child Care Options, and Augusta Adult Education

Ken / Som ACCESS partners have had considerable recognition as leaders in child care, including pioneering the Early Head Start program and the HomeStart program in Maine . The partners believe it may be necessary to establish a new entity or program to deliver services to existing providers of child care in their region, and are also open to the possibility of establishing new a provider model or entity. This paper attempts to screen models applied successfully elsewhere, with a view to recommending options for Ken-Som to try in their region.
